盐化工是重要的化学基础原料工业。随着盐化工产业的发展，盐化工造成的环境污染尤其是水环境污染问题越来越突出。从战略上、源头上对盐化工污染加以控制和治理，走集约化发展道路，推动盐化工产业快速、健康、可持续发展是十分重要和紧迫的课题。本课题以淮安盐化工产业为主要研究对象，通过分析淮安盐化工产业对水环境的影响，盐化工水污染防治中存在的主要问题及与产业规划的相关性，指出了规划在盐化工产业发展和污染防治中的基础性、龙头性、先导性作用。强调只有增加规划的科学性、系统性、前瞻性和权威性，才能从源头上和战略上控制和治理包括水污染在内的各种污染问题。并针对淮安实际，提出了抓紧构建“1+3”盐化工产业规划体系（1个总体规划，3个专项规划：岩盐矿产资源勘查开采专项规划、岩盐矿产资源综合利用专项规划、盐化工产业环境保护专项规划）的工作思路及规划落实的保障措施。 Salt chemical industry is an important industrial chemical based raw materials. The topics to Huai'an salt chemical industry is the main object of study, by analyzing the of Huai'an salt chemical industry, the impact on the water environment, the correlation of the main problems in the salt chemical water pollution control and industrial planning pointed out planning in salt chemical industry development and pollution prevention foundation, leading and guiding role. Emphasizing the only increase scientific planning, systematic, forward-looking and authoritative, can be controlled from the source and strategic and governance of the various forms of pollution, including water pollution problem.
