Summary: | A relief organisation’s performance is highly dependent on how well their logistics functions, as a significant portion of a disaster relief operation is about logistics. Together with the increasing focus on transparency and accountability to donors and various stakeholders, performance measurement plays growing importance to the sector. However, although performance measurement is well established in commercial logistics, there is a lack of performance metrics in the humanitarian sector, possibly due to the unique characteristics of humanitarian logistics that inhibits defining and measuring performance.
Therefore, this report aims to come up with a set of performance measurement framework for relief organisations to measure its supply chain performance, specifically the procurement function in humanitarian logistics. This is achieved through literature review studying the differences between commercial and humanitarian logistics, in order to extract the unique characteristics of the humanitarian sector. Additionally, literature reviews on considerations in creating performance measures, as well as current performance measurement frameworks are explored, before selecting Supply Chain Operations Reference (SCOR®) model and adapting it to suit humanitarian procurement. After the framework is created, it will be applied to the case study of the World Food Program (WFP) /logistics cluster operations in the cyclone Nargis disaster. |
