This system is usually encompasses with high cost camera that make it even more expensive and is not portable. However, with the speedy advancement of computer vision programming together with low-cost web cam, this application can be realized in a portable and a low cost way. Furthermore, these low cost and portable implementations allow even more of this camera to be placed conveniently anywhere of the roads thus providing a more complete information about the road conditions for the congestion traffic control system. This paper reports the steps taken to fulfill this requirement. This report covers the programming tools used, the configurations needed, explanation on various concept in using the programming language, the vehicle classification program, and lastly the conclusion with future recommendations.
