Liaoning coastal economic belt zone is a good representative. In 2005, the Liaoning provincial government started to establish a new special economic zone in the significant coastal cities' areas. In 2009, the development of Liaoning Coastal Economic Belt Zone became a national strategy. The fast development of LCEBZ attracted people's sight. LCEBZ sets heavy industry and marine economy as the core of the industrial composition is also very unique. This paper is trying to use LCEBZ as an example to explain the unique development model in the special economic zones during the new era. The paper will state the industrial structure of LCEBZ and find out the motivation for the establishment and industrial composition in this area. Finally the paper is hoping to make a conclusion and give some policy recommendation for LCEBZ's long term development. The main argument of this paper is that the unique heavy industry based industrial structure development model of LCEBZ is the new development trend for the needs of special economic zones and the reflection of the national strategy. It is a good phenomenon to see that LCEBZ does not totally copy the traditional development model. LCEBZ can take advantage of its resource and industrial benefits. Through the establishment of special economic zones, LCEBZ can upgrade its industrial system and achieve sustainable development. LCEBZ can form the new economic growth pole in northern China and diffuse its technology and capital to help surrounding region's development. For the further development of LCEBZ, the relationship between the government and market should be more harmonious. LCEBZ's regional clusters brand core competitiveness also should be strengthened. The industrialization and urbanization process in LCEBZ is still needed to be promoted.
