Over the years, the Government of the Philippines has failed to provide a durable solution to the conflict that would finally lead to a lasting peace in Mindanao. Moreover the study emphasizes the ineffectiveness of the government in addressing the root causes of the conflict within a human security framework and how NGOs provide it thereby legitimizing their role not only in brokering a peace deal but also helping enforcement at the same time.
