转型期中国面临着众多突发公共事件，考验着执政者的智慧与执行力。平衡计分卡是现代管理上的一项突破，而大数据是新科技浪潮的结晶，成为人类发展的重要助推力。大数据与平衡计分卡的有机融合让包括舆论引导在内的当代公共管理进入一个新阶段。本文以提升中国执政党执政能力和提高政府公共服务水平为出发点，结合大数据时代下的平衡计分卡，剖析当前中国突发公共事件舆论引导中存在的问题，试图给出兼具理论性和可操作性且放眼长远的解决方案，并形成了一整套细化的具备知识产权的管理指标。 China in transition period is still faced with many public emergency events，as well as a test of the governing capacity and wisdom. As we all know, the application of the Balanced Score Card is a breakthrough in the modern management, and the Big Data is the result of new sciences and technologies’ development, which has also become the important impetus to human development. The organic integration of the big data and the balanced scorecard makes public management, especially the Media Guidance, enter a new stage. This thesis embarks on how to enhance the governing capacity of the ruling party and improve the level of government public service, and also analyses the longstanding problem generated from the Media Guidance in public emergency events on theoretical basis.This thesis will try to provide with both theoretical and operational solutions to the problem for the long run, thus form a set of detailed governance index with intellectual property rights.
