The mechanisms of system reliability management and electricity price have changed since the power system restructuring. As a consequence of the restructuring, the customer behaviors in market have a great influence on the electricity price as well as the nodal reliability. Through changing the customer behaviors, the aim of improving the grid stability and lower the cost of production can be achieved.
In the tariff structure, the industrial customers typically pay 40% less than residential or commercial customers. For the demand of industrial customers are more uniform and can be met by the cheaper base load power plants. If the customer behaviors could change to be more uniform, the residential and commercial customers can effectively reduce their expenses. Some power plants, especially large coal-fired plants and nuclear power plants, are expensive to build but relatively cheap to operate. Others such as simple cycle gas turbines are relatively inexpensive to build but expensive to operate. Because of customers the demand for electricity can vary greatly from day to night, the power plants have to tum on and shut off frequently to meet the electricity demand. By changing customers' consumption habits, the power plants can reduce expenses as well as save fuel and raw materials.
A program has been written to communicate with the SCADA system to select and store the useful electricity market information into the database so as to analysis the price/demand relationship as well as generate objective curve. In addition, the data is used to achieve remote control over load to realize demand response and guide the customers' behaviors in order to reduce the expenses and improve the power system reliability. The SCADA system would effectively reduce the cost of the generation side and improve the power system reliability, if the system was practical used. |
