Economic development and increased affluence leads to a growth in vehicle ownership which in turn usually produces the unwelcome effects of traffic congestion. The Select Committee on Land Transportation Policy thus proposed the implementation of a Vehicle Quota System (VQS), where car owners have to bid for a “Certificate of Entitlement” (COE), the supply of which is controlled by the Government, in order to own a car. The system was instituted in May 1990.
