Summary:The purpose of this project is to propose a generic systems development framework that takes into consideration the current trend in using application software packages as a major part of the systems solution effort. In addition, it discusses various human and organisational change strategies to overcome user resistance that may accompany the systems implementation. Since few studies are available to illustrate systems development methodologies with real-life case applications, we propose to enrich the field by bringing the reader through a real-life systems changeover in a local organisation - the Civil Aviation Authority of Singapore (CAAS). In particular, we have chosen to focus on the Accounts Payable module of its newly implemented Integrated Financial System and Maintenance Management System. Discussion is centred on the systems implementation phase of the generic systems development framework, stressing especially the human aspects. As a part of the project methodology, our approach included an extensive reVIew of the information systems literature, CAAS' internal documents and interview sessions with CAAS' key personnel. Owing to the confidential nature of the organisation's documentation, certain details cannot be revealed, which could otherwise have helped to make our project more informative. Another constraint was the limited interview time that CAAS' personnel could spend with us.
