These include the Medisave, MediShield and Medifund schemes. ·The Medisave scheme was implemented by the Government in 1984 to ensure that Singaporeans have the necessary savings to help finance their hospitalisation expenses. Subsequently, the MediShield scheme was introduced in 1990 as a supplement to the Medisave scheme for patients who require prolonged medical treatment. In addition, the Medifund was established in 1993 to act as a safety net for those excluded by the Medisave and MediShield schemes. This report also includes an analytical study on the Medisave and MediShield schemes. Medisave is examined with special reference to its ability to meet users' needs after retirement, while MediShield is compared to similar schemes offered by private insurance companies in terms of the premiums and benefits. A comparative study is also done to highlight the major differences between the public health financing schemes available in Singapore and those available in the United States and the United Kingdom. This research is accomplished through literature review and interviews with officers of the relevant authorities.
