This dissertation considers political opportunity theory as a useful means of explaining the rise of the Hindu Rights Action Force (Hindraf) movement in 2007. Nestled within the broad framework of social movement theory (SMT), political opportunity theory emphasises the importance of the political environment as well as political processes as key factors in the success of movements, as well as determining the strategies that movement actors employ in the pursuit of their objectives. I contend that while the long standing grievances held by some ethnic Tamil Hindus in Malaysia are frequently and justifiably credited as significant drivers for Hindrafs mobilisation, there is insufficient explanation as to why the movement did not occur earlier, especially during former Prime Minister Mahathir's rule. It is argued that the perceived political openness of the Abdullah regime, the perceived weaknesses of Abdullah and the diminishing state of repression in Malaysia, the division of political elites within the ruling coalition as well as the availability of elite allies, were critical components of the political environment that encouraged and spurred the movement into action. Additionally, the movement's internal leadership feuds and deliberate co-optation of the movement's leaders into the government can explain its current decline, even before its demands have been met satisfactorily.
