Rajaratnam School of International Studies DRNTU::Social sciences 163 p. There are a variety of established Risk Assessment (RA) methodologies used in the security industry. Some are generically expressed and some others offer specific step by step analysis. However, none of the commonly used RA methodologies which I review in this paper explicitly regards Risk Profile (RP) as a functional step in its process. The finding of my analysis reveals that RP is a built-in element in the process of each of these RA methodologies. Therefore, I am asserting that there is a need to establish RP, as a step in the RA process, and in particular for the conduct of security risk assessment (SRA) for the purpose of Critical Infrastructure Protection (CIP). The objective RP in the CIP is in-line with the Homeland Security (HLS) strategy of effective allocation of resources to mitigate the risk that is prevalent in Critical Infrastructures (CI). RP offers information to enhance Risk Management (RM) in CIP and avoiding wastage of efforts and resources so that only operationally critical threats are afforded with appropriate RM decisions. The mechanism of RP is illustrated in the RA methodology that I have coined, termed as 'Operationally Critical Threat, Impact and Vulnerability Assessment' (OCTIVA). The application of OCTIVA, which features RP as a conspicuous step in its risk assessment process, is made on a case study i.e. Liquefied Natural Gas (LNG) terminal in Singapore - a facility categorised as a CI.
