The participants in the business as well as the academic world have long been eager to discover the optimal accounting control system design in the hope of achieving improved organizational performance. This is of primary concern in Singapore with the current competitive environment that has arisen out of a notion termed globalization. This study is an attempt to increase our understanding of the internal design structuring of organizations as it relates to budgeting systems in particular. An important point to note is that a study of this nature has not been conducted in Singapore before. With this in mind, this study is conducted in the hope of assisting inter-country comparisons upon its completion.
