This explains the policy makers' strong commitment to develop its citizens to their fullest potential via formal as well as informal education. This paper attempts to find out whether scarce resources are efficiently invested in education by examining the rates of return to education for the Singapore labour force, in particular, for those with only primary and secondary education. In addition, the author would like to analyse the effects of training programmes on an individual's stock of human capital.
