Constrained by the limited land space, Singapore government must take into account both efficiency and equity in designing their overall transport policy since it affects the social welfare of Singaporeans substantially. Therefore, the Land Transport Authority (LTA) was set up in September 1995 to spearhead improvements to land transport system. The White Paper on "A World Class Transport System", published on 2nd January 1996, spelled out LTA's vision for Singapore transportation network, its operating philosophy and initiatives undertaken in the short and long term to improve the transport system. Finally, it outlines a new financing framework for public transport system.
