This research project studies the impact of the Area Licensing Scheme (ALS) on commuters in Singapore. The ALS was a pioneer road pricing scheme in Singapore introduced in June 1975 to curb congestion in the Central Business District (CBD) Area. The objective of this study is to perform an analysis of the ALS, focusing on the impact of the scheme on changes in travel patterns of commuters. It is found that the scheme has effectively alleviated congestion problems within the Restricted Zone and has contributed significantly to the improvement of traffic conditions by encouraging the use of high-occupancy public and private transport.
