Using survey responses of managers from 102 randomly selected companies in Singapore, the study examines the multiple roles that budgets can play in organizations. In particular, the study identifies the major budgetary roles in order to explore the possibility of enhancing budget effectiveness in organizations. On the basis of the existing literature, 18 different functions are used to describe the roles that budgets can play. The survey solicits information on the extent to which each role is used in organizations. Factor analysis results show that budgets can perform four major roles : general management and planning roles, coordination and people-directed roles, power-related roles and lastly, performance appraisal and feedback roles. Overall, the results suggest that budgets can play multiple roles and have diverse effects on different individuals.
