团派与中共派系政治 = “Tuan Pai” and factionalism in Chinese politics

在中共前总书记胡锦涛在位十年内,共青团出身的中共干部在政坛占据要津成为备受瞩目现象。舆论认为中共高层出现了新的强势派系,并将其命名为“团派”,但关于团派的学术研究始终十分匮乏。本文通过追踪团系群体2002年至2014年在中共高层政治中崛起又衰弱的轨迹,探究团派定义,成员之间的联系,以及他们作为一个派系所发挥的作用。本文结论是团派实为一松散组织,隐匿了令计划派等各种次派系,其作用就是在制度化不足、人治传统依然突出的中共内部,为胡锦涛形成统治的基础。而派系内部成员们则是在等级化的环境中结成各种保护者与侍从关系,以求取政治上的保护。当前,在非团派的习近平强势领导下,团派已难以成为左右中共政局的力量。...

However, the academic research on TuanPai remains scarce. This thesis examines the definition of TuanPai, relations between its members and its function as a political faction by tracking the ups and downs of CCYL members in the Chinese political system from 2002 to 2014. The conclusion of the thesis suggests that TuanPai is a loosely structured group of politicians with many sub-factions such as Ling Jihua Clique. TuanPai and its sub clique serves to consolidate Hu’s power base in CPC political system where authority is yet sufficiently institutionalized. Members of the faction form all sorts of patronage relationships in China’s hierarchical society for political protection. TuanPai has failed to become the deciding factor since the strong leadership of non-TuanPai Xi Jinping and the study of TuanPai’s rise and downfall provides much value to further the understanding of factionalism in contemporary Chinese politics.
