Madrasah education reform in the Philippines : the case of Marawi City

This study looks at one issue that divides the Moros and their fellow countrymen; that of the Madrasahs. Although it is a field that is widely studied for other countries of South and Southeast Asia, it is largely disregarded when it come to the Philippines despite the fact that this country has been agitated by decades of war. This dissertation looks at the development of the Madrasahs in the particular context of conflict of the Philippines and its conflict. It focuses in particulars on the educational reform that integrate Islamic and Arabic education to the public education system in 2002 and evaluates its implementation in one specific area: Marawi City. It shows how the government in trying to provide greater chances of integration for the Moro youth have opened the door to more uncertainty. The promising project as planned on paper has failed in terms of implementation. The department of education lacks the means and the institutions to carry out this project, and it has to face other pressing issuesthat concern the majority of the Filipinos. The reform may on the contrary provide one more tool for radicalization in the international context of globalization and Islamic revival. Lastly, this study emphasizes the general lack of contr~1 and uniformization exerted by the regional and national Department of Education on religious education. This study provides a close look at one community that should be seen in the bigger context of many minority groups around the world in conflict with the central government on the basis of religion, inequalities and history.
