The odd behaviors are said to be due to the hydrogen bonds of water. Water is a universal solvent. This is because it can readily dissolve ionic compounds and polar molecules. Fourier Transform Infrared Spectroscopy (FTIR) is a technique used based on the fundamental principles of molecular spectroscopy to obtain an infrared spectrum of absorption, emission, photoconductivity or Raman scattering of a matter in the form of solid, liquid or gas. The absorption of water is measured in terms of wavenumber (cm-1). FTIR absorption spectroscopy can also measure the relaxation of O:H bonding and H-O stretching phonons in the frequency range from 400 to 4000cm-1.
