However, last mile distribution, or urban freight movement, has been much overlooked in academic literature and urban plans. The aim of this paper is to investigate how the last mile distribution challenge can be overcame and becoming more efficient. Research has been undertaken to understand the conflicting interests among urban freight actors, barriers and impacts brought by last mile distribution. This paper aims to establish a complication of initiatives which can be implemented by regulatory authorities to overcome the last mile distribution challenge. They are from the point of view of the authorities, rather than the logistics service providers. Through this study, it is found that for regulatory initiatives to be successfully implemented and overcome the last mile distribution challenge, it is imperative that regulatory authorities need to understand the different interests of all the key actors, bring them together for collaboration and implement balanced initiatives.
