Singapore excels among the ASEAN countries in its ICT developments and Internet governance practices. Therefore, in analysing Singapore as an example, this paper adopts Lessig’s Code: And Other Laws of Cyberspace and Ang’s Framework for Internet regulation and makes suggestions toward an ASEAN Internet policy.
