Each carrier went out to global market in different ways. The deregulation in Japan had started from 1985. However, Nippon Telegraph and Telephone Co. (NTT) was restricted from entering the international telecom market. This restriction was deregulated in 1997. Thus, NTT has just started to go into the global market. On the other hand, Japanese telecom market was liberalised to allow foreign carriers to enter in 1997. The questions are how NTT should make inroads in the global market and how NTT should protect their domestic market. This paper try to find the answer of these questions.
