| Summary: | Within the International Relations realm, reaching definitional consensus on smallness has brought about little success. Also, there is a lack of comparative research into small states and the capabilities crucial to their success.
This paper will provide an operational definition of smallness and, categorise and assess the main capabilities that enable small states to punch above their weight. These capabilities – economic, diplomatic, defence and soft power – are assessed from a comparative analysis of small states and the unique contexts they belong in. The merits of a comparative analysis include the identification of patterns and a better understanding of how small states maximise their capabilities in foreign policy.
This paper concludes that economic capability stands out as the most important capability. However, it is crucial that all capabilities are utilised in unison.
