The major content of the thesis includes : elaborateness of the theoretical on the basis of market economy system and research methods ; try to conclude and summarize the characteristics of county economy and its major factors to influence the development of county economy ; make an analysis to the necessity and certainty of county government , the direction of government function during transformation period ; try to build function of county government and its effect. Major effect of the thesis : carry out practically the macroscopic adjust-control policy of the Central ; formulate scientifically the development strategy of county economy ; cultivate market , create market environment of competing equitably and fairly ; give information service ; apply pubic property ; build property right effectively , protect the legal right of the enterprises against damage ; push forward continuous improvement of county economy . Furthermore, this thesis reaches its importance of county government to interfere with economy.
