Summary:This thesis attempts to offer, by the case of Chongqing Municipality of China, a study of industrial policy formulation by China's local governments and an assessment of its effectiveness when implemented. We found that the controlling power of both local and central governments over economic activities has diminished over time since the economic reform program was launched, with industrial policies becoming less and less effective. As a result, the formulation of industrial policies by local governments has shifted from a micro level to a more macro level, from administrative measures to indirect tools and, from more quantitative to more qualitative. The diminishing role of local governments in formulating and implementing industrial policies is mainly resulted from the influence of the central government's policies in early stage and, from market forces in the latter stage. There is therefore a long way to go before local governments could become skilful in managing regional economies.
