From ASEAN’s perspective, such a mechanism could lead to the sidelining of the ARF – and possibly ASEAN itself – in regional security affairs. ASEAN’s apprehensions reflect concern over any impetus for regionalism from sources other than ASEAN itself, particularly from the big powers.
