FFT-based sampling rate conversion

The paper presents a method for arbitrary rational sampling rate conversion in the DFT-domain. Compared to the conventional time-domain-base method, our analysis and simulations show that the proposed method achieves substantial improvements on conversion accuracy at reduced computational costs.
