We show how such quotas can lead to large overall losses for a country, losses in particular for unprotected groups with no benefit whatsoever for protected ones, by affecting the country’s ability to participate in the global workplace. It could reduce national income, and precipitate the migration of skilled industry elsewhere. It may even injure the target groups. |
