Compared with most other services sectors, the telecommunication sector is rather unique. On one hand, it is a distinct and increasingly important sector of economic activity by itself. According to a survey by the WTO in 1998, for example, the sector had a total revenue of US$ 644 billion and employed 5.4 million staff worldwide. On the other hand, the sector is also the primary underlying means of transport for many other economic activities, such as business services, financial services and tourism services. Thus, in order for the service providers in these sectors to realize the full value of the commitments of a Member, their access to and use of public telecommunication transport networks and services should be guaranteed....
