But as the threats to security have become more diffuse, policy-makers will need to draw on a wider repertoire of tools to reduce the potential destructiveness of less organiized threats, and even emerging unintended dangers. The article examines the problems of nuclear proliferation and environmental toxification over the long term, describes why these problems will require a transparency-based approach, and analyses what that approach should entail.
