Mueang district, Chiang Mai province, 2) study the number of the offices from government sector
that gave support in providing public services in education for aliens’ children at Chumchon Baan
Buakkhrok Noi School, Nong Pa Khrang sub-district, Mueang district, Chiang Mai province and
Thetsaban Wat Pa Phaeng School, Chang Moi Sub-district, Mueang District, Chiang Mai province,
and 3) survey and analyze the causes that motivated parents to send their alien children to study at
Chumchon Baan Buakkhrok Noi School, Nong Pa Khrang Sub-district, Mueang District, Chiang
Mai province and Thetsaban Wat Pa Phaeng School, Chang Moi Sub-district, Mueang District,
Chiang Mai province.
The study was qualitative research. The primary subjects were 17 peoples; 9 from
Chumchon Baan Buakkhrok Noi School and 8 from Thetsaban Wat Pa Phaeng School. Theresearcher collected data by using non-participant observation, a semi-structured interview, and
studying documents related to the above issue. The results indicated that:
1. Providing public services in education for aliens’ children at Chumchon Baan Buakkhrok
Noi School had the enrollment system to screen students who had learning problem. Thetsaban Wat
Pa Phaeng School did not have the system to scan students who had the problem in their study. The
school had remedial class to help them. The school followed standard of public school and Local
Administration in teaching students using the basic education core curriculum of the year 2008 from
Ministry of Education. Students’ from the two schools might have achievement score lower than the
standard. Thetsaban Wat Pa Phaeng School provided alien students a registration of personal record
from Ministry of interior. Chumchon Baan Buakkhrok Noi School did not provide the registration to
alien students. Parents had to take their children to do the registration by themselves.
2. Government sectors that involved in education were the ministry of education and Chiang
Mai Primary Educational Service Area Office 1. The process was slow and they could not give a
good care to school because of having many chains of command and have many schools in the
control. Size and administration capability affected on providing education to schools in the control.
3. Causes that motivated parents to send their children to study in Chumchon Baan
Buakkhrok Noi School and Thetsaban Wat Pa Phaeng School were that the location of the two
schools placed near the village and job had the growth in economy. Most parents lived and worked
near the school so they bring their children to study in Thai school. Parents also got the
recommendation from their friends and acquaintances. Some Parents knew about the rights of
sending their children to study in Thai school but some did not.
The suggestion from the research is that government sector and local ministration should
provide education to aliens that want to continue their study in general and vocational education.
They should support talented alien to create the fame to student and schools. Government sector and
local ministration should create projects and activities that are benefit to society and give a chance
to aliens to participate in those activities in order to create and awareness on living in Thai
community. |
