Summary:The study “The Enforcement of Traffic Laws on Public Transportation Riders in Mueang Chiang Mai” aimed to 1) investigate factors affecting the offences and enforcement of traffic laws on public transportation, 2) examine the relationships between the traffic law offences and the road safety and accidents, and 3) find out ways to decrease the traffic law offences and accidents of public transportations. There were 4 groups of the samples and 5 people from each group were included in the study. These groups were the officials from Chiang Mai Provincial Land Transport Office (2nd Office), public transportation riders, traffic police officers, and public transportation users. The findings can be divided into four parts. For the first part, the officials from the Chiang Mai Provincial Land Transport Office pointed out that the traffic law offences by the public transportation riders were caused by the riders’ lack of social responsibilities. The riders were selfish, careless and unkind. In addition, the riders did not think about the safety of the occupants, follow the traffic laws, or respect other riders. The officials suggested that the riders should be educated with the emphasis on the conscious of the riders. The rider’s license should also be revoked in case of a severe accident. A GPS and camera system should be installed in all public vehicles. In terms of the public transportation users in Mueang Chiang Mai area, they thought that many public transportation riders have offended the traffic laws because some of them did not respect the laws. They were selfish, careless and lack of disciplines. In addition, they believed that the laws have not been seriously enforced and the punishments were not appropriate. One of the reasons was the leniency of the traffic police officers. For the suggestions, the users thought that the public transportation riders should follow the traffic laws, there should be more traffic police stations, and the laws should be seriously enforced on the riders. For the third part, the public transportation riders in Mueang Chiang Mai area thought that the traffic law offences were caused by the selfishness of some riders. Though the police officers worked efficiently, some users hailed the public vehicles at restricted areas such as at white-red (no-parking) areas and intersections. They suggested that the users should be informed about appropriate places to hail the public vehicles. In terms of the traffic police officers working in Mueang Chiang Mai area, they believed that the traffic law offences of the public transportation riders were caused by the selfishness and lack of kindness of some riders. In addition, the public transportation users hailed the public vehicles at the restricted areas. Also there were not enough traffic police officers. In addition, they pointed out that some problems were caused by barriers on the footpaths and roads as well as the indiscipline parking. They suggested that the riders should be instilled with the conscious and kindness concerning driving, as well as educated about traffic laws and social responsibilities. Moreover, the punishments of the offences should be added. Technologies, such as a GPS could also be supplemented. It could be concluded that in order to effectively solve the traffic and public transportation problems, the laws should be seriously enforced without prejudice. This is a way to instill the consciousness of disciplines in driving. Therefore, when the police officers seriously enforce the laws and the people continuously follow the laws, there will be positive impact on traffic problems in a long run.
