Summary: | This study has the objectives to understand loan utilization behavior and causes of outstanding debts among borrowers from the Welfare for Teachers and Education Personnel Loan Scheme offered by the Chiang Rai Area Office of the Government Savings Bank, and to examine the outstanding debt monitoring/collection/recovery procedures of this Bank. The needed information was collected from 205 borrowers who had outstanding debts in the said loan scheme and from 16 credit officers of the Government Savings Bank. Analysis was based on the results of descriptive statistics and priority ranking of various causes of outstanding debt.
The findings revealed that most outstanding debtors under study could be described as female, married, 48 years old on the average, bachelor’s degree graduate, holding the position of professional level teacher or senior professional level teacher or being a retired government officer, having averagely 30,200 baht monthly income, having been a member of Teachers and Education Personnel Funeral Association for 19 years on the average, borrowing loan generally from the 6th GSB’s loan scheme for welfare of teachers and education personnel and the GSB’s loan scheme for assisting individuals engaged in educational profession, with the borrowing objectives to get money
for repaying existing debts and for education expenses, obtaining on the average 992,500 baht per person loan limit from GSB, and repaying loan at 6,800 baht per monthly installment per person. In the opinion of the outstanding debtors, the primary cause of their failure to make loan repayment according to the agreed terms was from their own part particularly by making the GSB unable to take off money for loan repayment from their salary source at the original affiliation after they were relocated to other work unit or after they were retired from government services. The second most important cause was considered to arise from the GSB’s part specifically the far-from-perfect system of loan collection and recovery procedures.
The majority of samples who worked as credit officers were characterized as male, 32 years old on the average, bachelor’s degree graduate, and having about three years’ experience in the area of credit services provision. In their view, the primary cause of loan repayment default was on the part of the outstanding debtors from their borrowing also from other sources both formal and non formal credit providers and from their relocation from original affiliation to work elsewhere. The next primary cause of outstanding debts was considered to be the GSB’s work system itself which lacks a good system for screening loan applicants as well as has no well-planned debt collection and recovery procedures. On the average, a borrower had 11,200 baht outstanding debt. Most branch offices of GSB have dealt with loan default problems by making phone call to the debtors, seeing the debtors in person at their workplace, and sending them a letter for debt collection. |
