The sample used in the study was the unique educational institutes which are under Chiang Mai Primary Educational Service Area Office 3. The tools for this study were interview, group discussion, and guideline examination form. From the study, it was found that the development of uniqueness of the unique educational institutes was made by creating awareness and participation to the strategy plan, having supervisions plan for procedure plan of the administrator and planning division. The evaluation of satisfaction of the involving inside the educational institutes was made in parents and guardian meeting and the basic educational committee meeting including to the activity project procedure of the educational institutes as annually fair. All those meetings and activities will have the satisfaction evaluation from the parents and guardians, the teachers, the communities and the students and the evaluation had been supported continuously through the projects or activities which were in annually procedure of the educational institutes. About the factors which made the educational institutes unique were from the cooperation of the people inside and outside of the educational institute, the communities and people in other sectors. They all are willing to support the educational institutes to maintain the uniqueness with the institutes ever after. About the guideline for developing uniqueness of educational institutes in Chiang Mai Primary Educational Service Area Office 3, it was found that the planning section provided opportunity to the parents and guardians to express their opinions then the section collected them as data for future planning. The section also appointed some experts as the advisor of each section and had the advisors participated in the meeting of setting strategy and making of annually procedure plan. About the procedure, there were the appointments of people who would be responsible for each strategy. The procedure must be according to the skill of the people, who are responsible to, to reach the stronger system so all of responsible people must have true knowledge involving their responsibility. About the evaluation, there are always the supervisions for the project and planning to evaluate the satisfaction periodically to have more time to improve the satisfaction. About the procedure, there are procedure reports step by step to get the true distinctive point of the educational institutes. The reports also cover the achievement of person, section, sector, and school to get the true distinctive point. About the present uniqueness of the educational institutes must be according to the true context of the institutes. There is the publishing of handbook of guideline for developing uniqueness of educational institutes and the exchanging to the other institutes. There is always the evaluation for the uniqueness of the educational institutes, person, students and involving sectors. The possibility examination result was appropriate.
