Summary: | This research aimed to 1) investigate the development of the Expanding Health Care Coverage Policy for People with Citizenship Problems, 2) study the process of the Expanding Health Care Coverage Policy for People with Citizenship Problems in Dansai District, Loei Province, and 3) examine the factors affecting the Expanding Health Care Coverage Policy for People with Citizenship Problems in Dansai District, Loei Province. This qualitative study employed the document analysis and in-depth interview methods. In addition, there were 45 participants. 2 participants responsible for making policies, 10 participants responsible for implementing the policies, and 3 participants responsible for other related tasks participated in the semi-structure interviews. Also 30 service users participated in a focus group interview. Followings are the findings.
1) Prior to the Expanding Health Care Coverage Policy for People with Citizenship Problems (23 March, 2553 B.E.), the policy Public Health Assistance Project began in year 2518 B.E. Furthermore, the project “30 Baht Universal Health care Scheme” began in year 2543 B.E. which covered the people with citizenship problems. However, began in 2548 B.E., only Thai citizen were covered by this scheme; that is, the people with citizenship problems could not benefit from the scheme. With the efforts to provide these people with health care benefits, the cabinet decided to expand (return) the health care coverage to the people with citizenship problems through the Ministry of Public Health.
2) For the implementation of the Expanding Health Care Coverage Policy for People with Citizenship Problems in Dansai District, Loei Province, it was found that the registration and rights checking were not in line with the Expanding Health Care Coverage Policy for People with Citizenship Problems guidelines set by the cabinet (23 March, 2553 B.E.). Also, there were only few people with citizenship problems used the service at Dansai Crown Prince Hospital; while, there were more people with citizenship problems used the service at the Tambon Health Promoting Hospitals.
3) In terms of factors affecting the Expanding Health Care Coverage Policy for People with Citizenship Problems in Dansai District, Loei Province, it was found that the factors consisted of the quality of the feedback, the reliability of the information, the supports from related sectors and media, the feasibility of technology, and the adequacy of resources.
Finally, based on the findings, it can be suggested that the government should provide workshops to prepare the officials who will implement the Expanding Health Care Coverage Policy for People with Citizenship Problems. The government should also publicize the policy to the people with citizenship problems thoroughly and clearly by specifying the characteristics of the target group. In addition, the government should set up a committee responsible for the Expanding Health Care Coverage Policy for People with Citizenship Problems by conducting a fieldwork to survey the readiness of each area before implementing the policy as well as follow up the implementation. |
