Summary:This qualitative research indicates “Problems and Management of Trespassing in Chang Khong Community,Khampaeng Din Area Mueang Chiang Mai District”. The objective is divided into 3 factors. Firstly, to determine the causes of the encroachment issue. Secondly, to identify the possible solutions of an operation involved institutes and organizations., and finally, to study the results from the solutions that are provided for those institutes and organizations. The research has carried out by using in-depth interview from a representative sample and applied concept of urbanization, decentralization, government and community relation and conflict analysis. The results show that there are mainly 3 factors causing the Kamphaeng Din encroachment. In term of economic factor, the government policy has encouraged urbanization that results in the encroachment especially from people with low income who does not hold any land. For social factor, an increasing in number of population and the cultural community has become the community for trading and services. Moreover, in the view of political factor, the local government and municipality provided some property possessing legislations in order to help those people within this area. Although the operation from the collaborative management from the local government and several institutes has taken place but it is not efficient enough due to the variation of individual organization. Municipality focuses on improving the infrastructure and does not complete the remaining of the ancient sites while Treasury Department set out the legislation benefits to the tenants. In another hand, Fine Arts Department provides some instruction but still lack of efficiency not to mention the conflict between the department and local people and also the problem in funding. The unsystematic operations do not deliver the actual solutions to solve the encroachment problem therefore, the institutes and local government involved should issue more direct policies and build up a well-organized framework, also provide the long-term support and help maintain condition of the historical sites. The organizations should carry out a clear tasks and point them toward the same direction as well as contributing an important information of Kamphaeng Din and why it should be preserved.
