Summary:The purposes of this research were 1) to evaluate the efficiency of Educational Institute Development Plan Fiscal Year 2011-2015 of Anusarnsunthorn School for the Deaf, Chiang Mai province, 2) to evaluate the effectiveness of the procedures as conducted by the Educational Institute Development Plan Fiscal Year 2011-2015 , and 3) to find out the problems and suggestions of the plan administration of the Educational Institute Development Plan Fiscal Year 2011-2015. The populations of this research covered 43 peoples, consisting of 3 administrators, 27 heads as the school administrative structure, and 13 educational institution committee members. The instruments were a set of documentary issues analysis, a set of questionnaires, audit forms/surveys and interviewing forms. The statistics used for analyzing data were frequency distribution, percentage, means and standard deviation, then, match/mismatch analysis was applied in the comparison between the achievement of administrative procedures and the indicators of success in all 6 strategies. The findings of this research were as follows: In the evaluation of the efficiency of the procedure as the Educational Institute Development Plan Fiscal Year 2011-2015 of Anusarnsunthorn School for the Deaf, Chiang Mai province, in the context or environment aspect found that the Educational Institute Development Plan had efficiency. The school’s vision and philosophy were formulated clearly, responsive to the vision, learners, teachers, Educational Institute, resource, and system development aspects. The strategy that was formulated in the Educational Institute Development Plan was conducted successfully. The input factors were found sufficient and appropriate for the administration and implementation of the Educational Institute Development Plan. All officers were assigned to participate in the administrative procedures of the Educational Institute Development Plan. The budget was allocated extensively for all of the relative activities and procedural steps. The effectiveness of the administrative procedures of the Educational Institute Development Plan was found that the achievement of students and the awards from the procedures were increased yearly, and that was accepted by the agencies involved. There was worthy on the allocation and resources usage. The effectiveness of Development Plan was evaluated by using 6 indicators of the success such as 1) to develop the learning according to be the learning organization formality for creating the innovation that used research - based to support the learning of learners; 2) to support and develop the learners development formality to have knowledge, competence, core values and desired characteristics; 3) to develop teachers and officers to be professional by using Job Coaching , teamwork and participation with the networks; 4) to develop the administrative system and device according to the participation, good governance, achievement and quality administration formalities to be the joint tendency of the learning organization; 5) to create atmosphere, environment, facilities, and develop the services to reach the standard for supporting and developing learning; and 6) to develop the participation and relationship between school, parent, communities and educational networks continuously. The problems and the suggestions of the administrative procedures of the Development Plan should be improved and set as the guidelines of the procedures systematically in line with the Deming Cycle (PDCA).
