Summary:This research is a study on the prioritization of registered road construction contractors of the Department of Highways in the area of the Office of Highways 1 by considering capability and performance factors in the field that indicates the characteristics or behaviors of contractors’ quality project performance. In addition to the existing characteristics—financial status, performance and experience, machinery equipment, and personnel—the objective of this research is to develop standard criteria used to evaluate contractors to register or renew their status of being a registered contractor of the Department of Highways by considering capability and performance together with former factors. Regarding research methodology, problems and key issues were investigated by using documents and data in the area of study. Questionnaires were used to conduct an interview with experts in specific fields of study. Arithmetic mean, and percentage were used to analyze the data, and the data were tested by using Chi-square test. Findings showed that the factors used to evaluate the contractors include eight key factors. Evaluation criteria were developed under two conditions: total characteristic factor evaluation used to evaluate the prioritization of contractors, and characteristic factor evaluation of capability and performance in the field, which is an extension of the existing criteria. Within the eight total characteristic factors, there are four new factors (54.82%) as follows: facilitating the safe use of route, personnel capability in responding to problems, working hour capability, and work quality performance. It was found that the factors that are important and significantly consistent with the problem of road construction are financial status, personnel, and work quality performance.
