This study aims to examine the role of Yuwa municipal district in its support for the development of community economy learning center at Yuwa subdistrict, sufficiency economy of Yuwa subdistrict, its success in the development of moral community economy learning center, and analyze problems and barriers in support for the development of moral community economy learning center of Yuwa municipal district. Population in this study includes executives of Yuwa municipal district and 9 groups of entrepreneurs in Yuwa municipal district. The study discovered that executives of Yuwa municipal district supported and promoted the establishment of the center in collaboration with Chiang Mai Rajabhat University under locality development research project. The municipal district executives also offered budget for annual fair, operation, local economy drive, finance, and marketing for 9 groups of entrepreneurs. Regarding the development of learning center, we found that the executives of Yuwa municipal district play critical role in supporting the development of learning center. They established the center for entrepreneurs and supported the center in different areas. They initiated the development and established moral community economy learning center at Yuwasubdistrict in collaboration with Chiang Mai Rajabhat University under locality development research project. The municipality supported the organizations, workers, and community enterprises in the development of community learning center by offering budget for annual fair, acting as committee in the activities, opening the center, opening community’s market fair, and supporting the center’s activities. About the success of municipality in its development, it had very important role in supporting entrepreneurs with product exhibition at different places, such as Sanpatong fine handcraft fair, Sanpatong sticky rice fair, community’s market fair. It delivered products to important places, such as BaanTawai, Bangkok, Jatujak, Muang Thong Thani, and foreign markets. The municipality executives advertise to the manufacturers by focusing on quality, form, and design of the products. The products were made neatly. They are priced at different levels based on customer needs. There are various kinds of projects available in the center. The products are made of local materials. Their uniqueness is desirable for the customers. These bring their success. About problems and barriers in the operation of local executives in the development of moral economy learning center, the municipality still lacks of budget to invest in the development of workers and entrepreneurs. Sometimes the group does not pay attention to the meeting to analyze the problems and barriers. The guideline for solving problems and barriers is helping entrepreneurs by continuously supporting workers in the area of finance and marketing. Government agencies or relevant persons should take responsibility, follow up, evaluate the entrepreneurs of community enterprises, and give advices about the operation for each vocational group.
