Summary:This independent study had 3 objectives which were to 1) study the conditions and operating problems of regular boarding students in Wiang Pha Witthaya School, Chiang Rai, 2) study the operation of regular boarding students with good practices, and 3) create operating guidelines for regular boarding students at Wiangpha Witthaya School Chiang Rai. There were 3 in studying. The research tools used were the agenda, interview, and validation form and the usefulness of the guidelines. Data were analyzed by content analysis, mean, and standard deviation. The findings showed that: 1) The conditions and operating problems of regular boarding students in Wiang Pha Witthaya School found that the management was still lacking 5 aspects of the system, including screening, student caring, promoting and student developing, and preventing and problem-solving for students. 2) The operation of regular boarding students with good practices showed that there were restrictions in screening for regular boarding students and has criteria for screening. The student caring was systematic and appropriate. Moreover, the school promoted and developed regular boarding students to know how to spend their lives and created good experience skills and provided operational training which can be applied for a career when graduation. Additionally, there were rules and regulations for regular boarding teachers and regular boarding students in the same direction. Therefore, it was convenient to operate and have clear management that can monitor and control the work. 3) The operating guidelines for regular boarding students at Wiangpha Witthaya School Chiang Rai consisted of 3 parts: Part 1: Introduction with objectives, vision, goals, Part 2: The guidelines for the operation of the regular boarding students in 5 aspects are 1) Screening for boarding students, 2) Caring for boarding students, 3) Promoting and developing boarding students, 4) Preventing and problem-solving for boarding students, and Part 3: Management including 1) Budget allocation, 2) Monitoring and control,3) Work committee structure, and 4) Operation calendar. The overall results of the evaluation of guidelines for operating the regular boarding students at Wiang Pha Witthaya School revealed the correctness was at the highest level and usefulness was at the highest level.
