Summary:Copyright law issues in Thai national universities were explored focusing on librarians’ knowledge, understanding, and usages. This study aimed to explore Librarians’ Knowledge, Understanding and Usage Problems of Copyright Laws at Higher Education Institutions in Thai Universities. The quantitative research methodology composed of two parts which were data collection and data analyzes. The data collection was retrieved from 14 universities in Thailand. The questionnaire was used, as a tool. 342 librarians replied from 427 librarians with the response rate at 80.09 %. The results showed librarians' opinions about copyright law was in high level with the score (x̅ =4.46).The importance of librarians’ copyright knowledge was the highest core(x̅ =4.69). The highest scores were analyzed separated in each category which are library copyright law, fair use, acquisition information resource, and information resource service. In library copyright law category, the highest score was 97.08% which was understanding the definition of copyright law which the owner’s right was defined by the law. In fair use category, the highest score was 95.91% which was the fair use under Copyright Act 1994 for librarians allowing to reproduce for non-profit library usage or education purposes. In acquisition information resource category, the highest score was 78.65% which was understanding of the copyright violation if the copyright materials were photocopied by librarians for services before purchasing from publishers. In information resource service category, the highest score was 98.54% which was understanding the interlibrary loan service (ILL) through the WorldCat or EDS system with studying terms and conditions of the documents from the license agreement prior the services. In conservation and preservation of information resources category, the highest score was 91.23% which was understanding the preservation of the copyrighted work from librarians without affect owner rights.The data was further analyzed by statistical method. In Thai national university libraries, the other problems were in high level with the score(x̅ =3.95).The problems of acquisition information resource were in level with the score ( x̅ = 3.75). The problems information resource service were in level with the score(x̅ =3.71).The problems of information resources preservations were in level with the score ( x̅ = 3.50) and the problems inter-library loans with delivery services were in level with the score(x̅ =3.48)
