The study on the Development of Participation Consciousness for Formulating the Local Development Plan of Nasak Sub-district Administrative Organization, Mae Moh District, Lampang Province aims to 1) survey the participating consciousness level of people on formulating the local development plan in Nasak Sub-district Administrative Organization, Mae Moh District, Lampang Province, 2) study the participation level on formulating the local development plan in Nasak Subdistrict Administrative Organization, Mae Moh District, Lampang Province, 3) investigate the factors causing people to participate the formulation of the local development plan in Nasak Subdistrict Administrative Organization, Mae Moh District, Lampang Province, and 4) analyze and find the way to build or develop the participating consciousness which leads to the decision to participate in the formulation of the local development plan of Nasak Sub-district Administrative Organization, Mae Moh District, Lampang Province. This research is designed to be quantitative and qualitative research. There are two sample groups: 1) The group of 335 people living in nine villages in Nasak Sub-district Administrative Organization, Mae Moh District, Lampang Province, and 2) The group of 23 government officials concerning the formulation of the local development plan of Nasak Sub-district Administrative Organization, Mae Moh District, Lampang Province. The study found that 1) The overall level of participating consciousness on formulating the local development plan was rather high with an average of 3.73 considering the consciousness indicators - awareness, recognition, attitude, and behaviors. It was found that the awareness on participation level was rather high with an average of 3.95, followed by a rather high level of recognition with an average of 3.86, and the attitude on participating the formulation of the local development plan was quite good with an average of 3.51; however, the behaviors of participation was fairly good with an average of 3.41, 2) The sample groups had the moderate level of the participation on the formulation of the local development plan of Nasak Sub-district Administrative Organization, Mae Moh District, Lampang Province where the participation was included thinking, deciding, and planning. Furthermore, it was moderate level in benefitting, rating, and examining the local development plan with an average of 2.99, followed by 2.83, and 3.25), but they were fairly followed the plan (an average of 2.48), 3) The factors caused the participation of people showed that personal factors which were the living duration in the villages, leadership/management, and supporting factors affected the participation on the local development plan, 4) The process to build or develop a participating consciousness should start from the community leader who has to coordinate, publicize the information and news, build trust, and establish mainstay and volunteer to provide the knowledge about community building before publicizing to the community.
