th-cuir.177492012-04-02T13:50:30Z แรงจูงใจในการเป็นนักการเมือง : ศึกษากรณีนักการเมืองของจังหวัดเชียงราย Motive to be politicians : a case study of Chiang Rai บำเพ็ญ บินไทยสงค์ พรศักดิ์ ผ่องแผ้ว จุฬาลงกรณ์มหาวิทยาลัย. บัณฑิตวิทยาลัย นักการเมือง -- ไทย เชียงราย -- การเมืองและการปกครอง วิทยานิพนธ์ (ร.ม.)--จุฬาลงกรณ์มหาวิทยาลัย, 2529 การวิจัยเรื่องนี้มีความมุ่งหมายที่จะศึกษาถึงแรงจูงใจในการเป็นนักการเมืองโดยเฉพาะในกรณีของจังหวัดเชียงราย โดยมุ่งที่จะศึกษาถึงปัจจัยที่ทำให้บุคคลเข้าเป็นนักการเมือง 3 ระดับคือ สมาชิกสภาผู้แทนราษฎร (ส.ส.) สมาชิกสภาจังหวัด (ส.จ.) และสมาชิกสภาเทศบาล (ส.ท.) กลุ่มตัวอย่างที่ใช้ในการศึกษาคือนักการเมืองของจังหวัดเชียงราย ในระดับชาติและระดับท้องถิ่นจำนวน 54 คน คือผู้ที่ได้รับเลือกตั้งเป็นสมาชิกสภาผู้แทนราษฎร เมื่อปี 2526 จำนวน 6 คน ส่วนสมาชิกสภาจังหวัดจำนวน 30 คน และสมาชิกสภาเทศบาล จำนวน 18 คนนั้นได้รับเลือกตั้งเมื่อปี 2528 การสุ่มตัวอย่างเป็นแบบเจาะจง (purposive sampling) โดยออกแบบสัมภาษณ์นักการเมืองที่เป็นกลุ่มตัวอย่างทั้งหมด ผลการวิจัยพบว่า ปัจจัยซึ่งเป็นมูลเหตุของแรงจูงใจที่มีส่วนผลักดันให้บุคคลเข้ามีส่วนร่วมในทางการเมืองหรือเข้าสู่วงการเมืองในระดับนักการเมืองคือ (1) ความสำนึกในความสำคัญทางการเมือง (2) ความไว้วางใจทางการเมือง (3) การสนองตอบความต้องการทางจิตใต้สำนึก (4) การแสวงหาชื่อเสียง เกียรติยศ (5) การรักษาผลประโยชน์ส่วนตัว และ (6) การรักษาความเป็นธรรมในสังคม การวิจัยยังพบอีกว่า สถานภาพทางการศึกษา ทางเศรษฐกิจและสังคม ตลอดทั้งอาชีพซึ่งเป็นทรัพยากรของแต่ละบุคคลมีส่วนสำคัญในการกระตุ้นให้บุคคลเข้ามีส่วนร่วมทางการเมืองระดับนักการเมือง ผลที่ได้จากการวิจัยนี้พบว่า เมื่อนำปัจจัยด้านแรงจูงใจและทรัพยากรมาพิจารณาร่วมกันแล้ว สามารถแบ่งประเภทนักการเมืองของจังหวัดเชียงรายออกเป็น 4 ประเภท คือ 1. นักการเมืองที่มีทรัพยากรมาก และมีแรงจูงใจในการมีส่วนร่วมในทางการเมืองระดับสูง หรือเรียกว่านักการเมืองอาชีพ 2. นักการเมืองที่มีทรัพยากรมาก แต่มีแรงจูงใจในการมีส่วนร่วมในทางการเมืองระดับต่ำ หรือเรียกว่านักการเมืองนายทุน 3. นักการเมืองที่มีทรัพยากรน้อย แต่มีแรงจูงใจในการมีส่วนร่วมทางการเมืองระดับสูง หรือเรียกว่านักการเมืองสมัครเล่น 4. นักการเมืองที่มีทรัพยากรน้อย และมีแรงจูงใจในการมีส่วนร่วมในทางการเมืองระดับต่ำ หรือเรียกว่านักเสี่ยงโชคการเมือง สรุปได้ว่า ปัจจัยด้านแรงจูงใจและทรัพยากรมีความสำคัญต่อการเข้ามีส่วนร่วมทางการเมือง โดยเฉพาะการเข้ามีส่วนร่วมทางการเมืองในระดับนักการเมืองของกลุ่มตัวอย่าง The objective of this thesis is to study the motive of some of Chiang Rai people to be politicians such as members of the house of Representatives, member of provincial organization council and member of municipal council. The thesis also includes a study on resources and the extent to which they are used when they enter politics. These resources assume political, social, and economic natures. The sample used in this study are taken from those politicians elected in 1983 (B.E. 2526) and in 1985 (B.E. 2528). These are 6 members of the house of representatives, 30 members of provincial organization council, and 18 members of municipal council. The type of sampling used is that of purposive sampling and interviews are used-in order to get more information needed. The results of the research are as follows : basic factors motivated Chiang Rai people to participate or go into polities are 1) political efficacy, 2) political trust, 3) fulfillment of unconscious desire, 4) search for political prestiges 5) safeguarding personal interest, and 6) upkeeping of social justice. In addition, it is found that educational level, economic and social status, and professions of politicians have great impact in motivating people to participate in politics, and eventually is becoming politicians. The research categorizes the Chiang Rai politicians into 4 types : 1) politicians who have a lot of resources and high level of motivation in political participation or professional politicians ; 2) politicians who have a lot of resources, but a low level of motivation in political participation or business-like politicians; 3) politicians who have few resources, but a high level of motivation in political participation or amateur politicians; and 4) politicians who have few resources and a low level of motivation in political participation or opportunistic politicians.
