spelling th-cuir.360452021-11-16T03:03:04Z การใช้เทคโนโลยีสารสนเทศของข้าราชการกรมปศุสัตว์ส่วนกลาง The usage of information technology of the Central Bureau Livestock’s government officers ปรารถนา พลายมาศ จุลนี เทียนไทย จุฬาลงกรณ์มหาวิทยาลัย. คณะรัฐศาสตร์ กรมปศุสัตว์ส่วนกลาง -- ข้าราชการ กรมปศุสัตว์ -- การบริหาร เทคโนโลยีสารสนเทศ -- การจัดการ Central Bureau Livestock -- Public officers Bureau Livestock -- Administration Information technology -- Management วิทยานิพนธ์ (มน.ม.)--จุฬาลงกรณ์มหาวิทยาลัย, 2551 การศึกษาในครั้งนี้มุ่งศึกษาถึง 3 ปัจจัยอันได้แก่ ปัจจัยส่วนบุคคล สภาพแวดล้อมภายในองค์กร และการยอมรับนวัตกรรม ที่ส่งผลต่อการใช้เทคโนโลยีสารสนเทศของข้าราชการกรมปุสัตว์ส่วนกลาง ตลอดจนศึกษาถึงปัญหาที่เกิดจากการใช้เทคโนโลยีสารสนเทศและหาข้อสรุปที่เป็นแนวทางในการแก้ปัญหาที่เกิดขึ้น การศึกษาในครั้งนี้ใช้เทคนิคการวิจัยเชิงปริมาณและเชิงคุณภาพ ในการเก็บข้อมูลได้มาจากการตอบแบบสอบถาม การสัมภาษณ์เจาะลึก และการสังเกตแบบมีส่วนร่วมและไม่มีส่วนร่วมของผู้วิจัย โดยใช้ประชากรกลุ่มตัวอย่างจำนวน 226 คน ในการเก็บรวบรวมข้อมูล ข้อมูลเชิงปริมาณพบว่า 1. ร้อยละ 90 ของข้าราชการกรมปศุสัตว์ส่วนกลางมีการใช้เทคโนโลยีสารสนเทศในการปฏิบัติงาน อันได้แก่ การใช้โปรแกรมไมโครซอฟท์ออฟฟิศสำหรับงานเอกสารทั่วไป และใช้โปรแกรมสำเร็จรูปที่สอดคล้องกับการทำงานของตำแหน่งที่ได้รับมอบหมาย 2. ปัจจัยส่วนบุคคลในเรื่องของอายุและตำแหน่งหน้าที่การงานส่งผลถึงการใช้เทคโนโลยีสารสนเทศ คือ ข้าราชการที่อายุมากหรือตำแหน่งหน้าที่การงานสูงจะมีการใช้เทคโนโลยีสารสนเทศที่แตกต่างจากข้าราชการที่อายุน้อยหรือตำแหน่งอยู่ในระดับปฏิบัติ และข้อมูลเชิงคุณภาพพบว่า 3. สภาพแวดล้อมของกรมปศุสัตว์ส่วนกลางมีข้อจำกัดในเรื่องสถานที่ และ 4.ข้าราชการกรมปศุสัตว์ส่วนกลางมีการยอมรับนวัตกรรม ใน 5 ขั้น ดังต่อไปนี้ การรับความรู้ การจูงใจ การตัดสินใจ การลงมือปฏิบัติ และการทบทวนการลงมือปฏิบัติ ปัญหา อุปสรรคและข้อจำกัดที่พบมากที่สุด คือ เรื่องของอายุ ข้าราชการส่วนใหญ่ของกรมปศุสัตว์ส่วนกลางมีอายุอยู่ในช่วงอายุ 40 ปี ขึ้นไป ซึ่งบุคคลกลุ่มนี้จะมีข้อจำกัดในด้านการเรียนรู้และพัฒนาการใช้ ทำให้ต้องใช้กำลังในการขับเคลื่อนมากกว่าเดิม รองลงมาคือ ข้อจำกัดของสถานที่ที่วางโครงสร้างของสถานที่ทำงานแบบเดิมทำให้เป็นอุปสรรคต่อการพัฒนาการใช้เทคโนโลยีสารสนเทศของกรมปศุสัตว์ ดังนั้น แนวทางการแก้ไขปัญหามีได้หลากหลายแนวทาง ทั้งเชิงนโยบายที่ควรสนับสนุนให้ผู้บริหารมีการเรียนรู้การใช้เทคโนโลยีสารสนเทศเพื่อเป็นต้นแบบแก่ลูกน้อง เพิ่มงบประมาณในการฝึกอบรม จัดซื้อคอมพิวเตอร์และอุปกรณ์ และแนวทางแก้ไขเชิงปฏิบัติการที่ควรมีการนำเทคโนโลยีสารสนเทศมาใช้อย่างจริงจังทั้งภายในและภายนอกกรมปศุสัตว์ รวมไปถึงควรสร้างแรงจูงใจให้เห็นว่าเทคโนโลยีสารสนเทศมีความสำคัญและจำเป็นต่อการปฏิบัติงานและความก้าวหน้าในตำแหน่งทางราชการ This thesis emphasizes on examining how the three factors namely, personal, organization environment, and innovation acceptance affect the way the Central Bureau Livestock’s government officers use their information technology at work. Moreover, this thesis also focuses on gathering information technology usage-related problems and suggesting way to resolve those problems. This study utilizes both quantitative and qualitative research techniques such as survey questionnaires, in-depth interviews, participant and non-participant observation. The result as tested from the hypothesis revealed through quantitative data that 1. 90 Percent of the officers used the information technology in their working hour. For example, they use Microsoft Office program for document work and they also use specific computer related programs too. 2. Under personal factor showed that age and level of position creates the variation on how they use information technology. Qualitative data also showed that 1. The environmental of the office is also one of the main obstacles. However, the officers at the center have proven to pass all 5 level of innovation acceptance. The most frequent obstacle was age factor—that is officers of older age group of 40 and up tends to have problems with learning and using information technology than other age groups. Second, the limited office space has caused problems concerning how to extend the future use of information technology in the office. Therefore, there are many ways in improving the usage of information technology for the Central Bureau Livestock. Policy wise, encouraging high rank officers to use more information technology at work is advised in order to create a good role model for their subordinates. They should increase the budget on information technology training and buying the needed computer-related equipments.
