th-cuir.73352008-07-01T03:04:21Z การศึกษากระบวนการวางแผนของสำนักงานการประถมศึกษาจังหวัด เขตการศึกษา 1 A study of the planning process of the Office of the Provincal Primary Education, educational region one มานะ จุ้ยสกุล สนานจิตร สุคนธทรัพย์ จุฬาลงกรณ์มหาวิทยาลัย. บัณฑิตวิทยาลัย โรงเรียนประถมศึกษา -- ไทย -- การบริหาร การศึกษาขั้นประถม การวางแผนการศึกษา สำนักงานการประถมศึกษาจังหวัด วิทยานิพนธ์ (ค.ม.)--จุฬาลงกรณ์มหาวิทยาลัย, 2539 ศึกษากระบวนการวางแผน และปัญหาการวางแผนของสำนักงานการประถมศึกษาจังหวัด เขตการศึกษา 1 ผลการวิจัยสรุปจากรายการที่ผู้ให้สัมภาษณ์ระบุสูงสุด พบว่า 1. ขั้นเตรียมการวางแผน องค์กรที่ทำหน้าที่ในการวางแผน ได้แก่ ฝ่ายแผนงานและงบประมาณ และคณะกรรมการจัดทำแผน บุคลากรในหน่วยงานมีส่วนร่วมในการวางแผน มีการจัดทำปฏิทินการวางแผน มีการจัดเก็บข้อมูลเพื่อการวางแผน และมีปัญหาเรื่องบุคลากรไม่เพียงพอมากที่สุด 2. ขั้นการวางแผน มีการศึกษาสภาพปัจจุบัน ปัญหาและความต้องการ มีการกำหนดวัตถุประสงค์ นโยบาย มาตรการและเป้าหมาย มีการจัดทำและวิเคราะห์งาน/โครงการก่อนประมวลเข้าแผน มีการกำหนดกรอบโครงสร้างของแผนงาน งาน/โครงการ โดยสำนักงานคณะกรรมการการประถมศึกษาแห่งชาติ มีการจัดทำแผนทั้งหมด 3 ประเภท คือ แผนพัฒนาการศึกษาระยะ 5 ปี แผนพัฒนาการศึกษาประจำปี และแผนปฏิบัติการประจำปี และมีปัญหาเรื่องการเขียนงาน/โครงการไม่ตอบสนองนโยบายและปัญหาเท่าที่ควรมากที่สุด 3. ขั้นการนำแผนไปปฏิบัติ มีการเตรียมการเพื่อดำเนินการ คือ เตรียมบุคลากรโดยการประชุม และจัดทำคู่มือปฏิบัติงาน มีจัดทำปฏิทินปฏิบัติงาน มีการนิเทศ ควบคุมกำกับงาน และมีปัญหาเรื่องโครงการตามสภาพและปัญหาของจังหวัดไม่ได้รับการสนับสนุนงบประมาณมากที่สุด 4. ขั้นการติดตามประเมินผล มีการประเมินผลเมื่อสิ้นสุดงาน/โครงการ โดยผู้รับผิดชอบงาน/โครงการเป็นผู้ประเมิน ฝ่ายแผนงานและงบประมาณเป็นผู้รวบรวมสรุป มีการรายงานผลการประเมินไปยังหน่วยงานที่เกี่ยวข้อง มีการนำผลการประเมินมาใช้ในการวางแผนครั้งต่อไป และมีปัญหาเรื่องวิธีการประเมินผลยังไม่เหมาะสมมากที่สุด Studies the planning process and problems of the Office of the Provincial Primary Education, educational region one. The results of the research summarized from the interview results with highest frequencies were as follows: 1. Pre-planning stage: The organizations responsible for planning were the Division of Planning and Budgeting and a Planning Committee. The personnel in the office participated in planning. A planning schedule was developed and data were collected. The main problem was personnel shortage. 2. Planning stage: The present state, problems and needs were studied. Objectives, policies and measures were developed. Tasks and projects were developed and analyzed before including into the plan. Program structure, tasks and projects were specified by the Office of the National Primary Education Commission. There were three types of plans : five-year development plan, annual development plan annual operation plan. Tasks and projects were inconsistent with policies and problems. 3. The implementation stage: Preparation of personnel was conducted through meetings and providing an operation manual. An operation schedule was provided as well as supervison, control and monitoring. The major problem was lack of financial support for the projects related to state and problems of each province. 4. Follow-up and evaluation: There was summative evaluation by the officials responsible for the projects. The Division Planning and Budgeting summarized evaluation reports and sent to the agencies concerned. Evaluation findings were employed in developing the next plan.
