Mixed research method was used to study eight cases of "Baan Suay Meang Suk" model village committees conducted by the Department of Provincial Administration, Ministry of Interior. The data was collected from 400 questionnaires, in-depth interviews, focus group interviews and documentary analysis. The study found that the developing process of Thai village committee administration should be divided into 3 phases which are; Phase 1: Input aimed at creating democratic value, Phase 2: Process that focuses on integrated cooperation in organisational governance, and Phase 3: Development of operational system and organisational management to be legitimate and accountable for the village committee practice.
