The research subjects were 399 people with domicile in Hatyai Municipality. The research’s poll questionnaires. Data were analyzed by SPSS for Window (Statistic Package for Social Science for Window) were employed: frequency, percentages, means, standard deviation, t-test and One-Way ANOVA. The results indicated that: The operations level following of the Good Governance of Hatyai Municipality, Hatyai district, Songkhla Province overalls were in a moderate level. Considering each aspect found that the rule of law was the highest operations level following of the Good Governance, followed by the ethics, the value for money, the accountability, the transparency and the participation was the lowest operation. The correlations between the personal factors and the operations level following of the Good Governance of Hatyai Municipality include sex, age, education, religion, career, monthly income, have a house registration in Hatyai Municipality and group membership that established by the Municipality. The results revealed that sex and the operations level following of the Good Governance of Hatyai Municipality were significant differences at the 0.05 level. Age and the operations level following of the Good Governance of (6) Hatyai Municipality were significant differences at the 0.05 level. Education and the operations level following of the Good Governance of Hatyai Municipality were significant differences at the 0.05 and 0.001 level. Career and the operations level following of the Good Governance of Hatyai Municipality were significant differences at the 0.05 and 0.001 level. Group membership that established by the Municipality and the operations level following of the Good Governance of Hatyai Municipality were significant differences at the 0.001 level. The personal factors include religion, monthly income, have a house registration in Hatyai Municipality and the operations level following of the Good Governance of Hatyai Municipality were non-significant differences. The research suggestions to improve the Good Governance of Hatyai Municipality were that Hatyai Municipality should improve the operations of the Good Governance include the participation, the transparency, the accountability, the value for money, the ethics and should consider about the differences personal factors of the people to understand the Good Governance include sex, age, education, career, group membership that established by the Municipality that these factors contribute to awareness understanding towards the operations of the Good Governance of Hatyai Municipality. การศึกษา เรื่อง การประเมินการดาเนินงานตามหลักธรรมาภิบาล กรณีศึกษาเทศบาลนครหาดใหญ่ อาเภอหาดใหญ่ จังหวัดสงขลา มีวัตถุประสงค์ คือ 1) เพื่อประเมินระดับการดาเนินงานตามหลักธรรมาภิบาลของเทศบาลนครหาดใหญ่ 2) เพื่อหาความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับระดับการดาเนินงานตามหลักธรรมาภิบาลของเทศบาลนครหาดใหญ่ และ3) เพื่อเสนอแนะแนวทางการดาเนินงานตามหลักธรรมาภิบาลต่อเทศบาลนครหาดใหญ่ กลุ่มตัวอย่างที่ใช้ในการศึกษา คือ ประชาชนที่มีภูมิลาเนาอยู่ในเขตเทศบาลนครหาดใหญ่ ในปี พ.ศ. 2562 จานวนทั้งสิ้น 399 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม ผู้วิจัยนาข้อมูลที่ได้มาวิเคราะห์ทางสถิติ โดยประมวลผลข้อมูลด้วยโปรแกรม SPSS for Window (Statistic Package for Social Science for Window) เพื่อหาค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่า t–Test และการวิเคราะห์ความแปรปรวนทางเดียว (One-Way ANOVA Analysis of Variance) ผลการศึกษา พบว่า ในภาพรวมระดับการดาเนินงานตามหลักธรรมาภิบาลของเทศบาลนครหาดใหญ่ อาเภอหาดใหญ่ จังหวัดสงขลา อยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายเรื่อง พบว่า หลักนิติธรรม มีระดับการดาเนินงานตามหลักธรรมาภิบาลสูงที่สุด รองลงมา ได้แก่ หลักคุณธรรม หลักความคุ้มค่า หลักความรับผิดชอบ หลักความโปร่งใส และเรื่องที่มีระดับการดาเนินงานตามหลักธรรมาภิบาลต่าที่สุด คือ หลักการมีส่วนร่วม ผลการวิเคราะห์ความสัมพันธ์ระหว่างปัจจัยส่วนบุคคลกับระดับการดาเนินงานตามหลักธรรมาภิบาลของเทศบาลนครหาดใหญ่ ประกอบด้วย ตัวแปร เพศ อายุ ระดับการศึกษา ศาสนา อาชีพ รายได้ต่อเดือน มีทะเบียนบ้านอยู่ในเขตเทศบาลนครหาดใหญ่ และการเป็นสมาชิกกลุ่มหรือชมรมที่เทศบาลจัดตั้ง พบว่า เพศกับระดับการ (4) ดาเนินงานตามหลักธรรมาภิบาลแตกต่างกันอย่างมีนัยสาคัญทางสถิติระดับ 0.05 อายุกับระดับการดาเนินงานตามหลักธรรมาภิบาลแตกต่างกันอย่างมีนัยสาคัญทางสถิติระดับ 0.05 ระดับการศึกษากับระดับการดาเนินงานตามหลักธรรมาภิบาลแตกต่างกันอย่างมีนัยสาคัญทางสถิติระดับ 0.05 และระดับ 0.001 อาชีพกับระดับการดาเนินงานตามหลักธรรมาภิบาลแตกต่างกันอย่างมีนัยสาคัญทางสถิติระดับ 0.05 และระดับ 0.001 และการเป็นสมาชิกกลุ่มหรือชมรมที่เทศบาลจัดตั้งกับระดับการดาเนินงานตามหลักธรรมาภิบาลแตกต่างกันอย่างมีนัยสาคัญทางสถิติระดับ 0.001 ส่วนปัจจัยส่วนบุคคล ได้แก่ ศาสนา รายได้ต่อเดือน และการมีทะเบียนบ้านอยู่ในเขตเทศบาลนครหาดใหญ่กับระดับการดาเนินงานตามหลักธรรมาภิบาลของเทศบาลนครหาดใหญ่แตกต่างกันอย่างไม่มีนัยสาคัญทางสถิติ ข้อเสนอแนะต่อการดาเนินงานตามหลักธรรมาภิบาลของเทศบาลนครหาดใหญ่ คือ ควรปรับปรุงการดาเนินงานตามหลักธรรมาภิบาล ได้แก่ หลักการมีส่วนร่วม หลักความโปร่งใส หลักความรับผิดชอบ หลักความคุ้มค่า และหลักคุณธรรมให้มีระดับการดาเนินงานตามหลักธรรมาภิบาลที่สูงขึ้น และพิจารณาถึงความแตกต่างของประชาชนต่อความเข้าใจเรื่องหลักธรรมาภิบาล ทั้งเพศ อายุ ระดับการศึกษา อาชีพ และการเป็นสมาชิกกลุ่มหรือชมรมที่เทศบาลจัดตั้ง ว่าปัจจัยเหล่านี้มีส่วนในการรับรู้ ความเข้าใจที่มีต่อการดาเนินงานตามหลักธรรมาภิบาลของเทศบาลนครหาดใหญ่ 2021-08-02T03:29:42Z 2021-08-02T03:29:42Z 2563 Thesis http://kb.psu.ac.th/psukb/handle/2016/17205 th Attribution-NonCommercial-NoDerivs 3.0 Thailand http://creativecommons.org/licenses/by-nc-nd/3.0/th/ application/vnd.openxmlformats-officedocument.wordprocessingml.document application/pdf มหาวิทยาลัยสงขลานครินทร์ |
