Summary:The study aims to explore the phenomena of information and digital knowledge access, to study needs regarding a training course of information and digital knowledge access, to develop a training course and observe its effectiveness, to investigate the developed training course by comparing the learning achievement of pre and post course taking, and to learn the satisfaction of participants enrolled in the developed curriculum. The study employed a research and development design and a mixed method. The research tools were a questionnaire, a semi-structured interview form, an evaluation form regarding a training course's effectiveness, a pre and post-course taking a test, and a satisfaction survey form. The samplings were people in Muang district and Manang district of Satun province and experts. It was a purposive sampling design since specific criteria of the participants were set. First, the researchers analyzed data qualitatively using content analysis based on the categorization concept. Then, the researchers analyzed quantitative data with descriptive statistics; frequency, percentage, standard deviation, t-test, and z-test. The finding was as follows: 1. In terms of conditions in accessing information and digital knowledge concerning govemment services, most people do not own electronic devices to access those above in daily life, which might lead to insufficient information about government services as well as a generation gap which might affect how people consume information since it was because of offerent economic status and unstable income. Furthermore, since most locals are farmers, they might have insufficient income to acquire electronic devices compatible with high-speed internet to access government information and services. Additionally, locals in the research area were divided into two generations: elders and young people. Therefore, experiences in using devices and needs regarding government service information and digital knowledge were not the main point in seeking digital knowledge as well as perceptions of government service information. 2. In terms of the needs for a training course in accessing information and digital knowledge concerning government services, most locals demonstrated instability, inconsistency, and inequality of information access and digital knowledge since they could not receive a service or get information from the government sufficiently. As a result, people might get incomplete important information about their benefits or rights. Further, it was found that the locals would like to take a training course regarding accessing information and digital knowledge concerning government services to learn and preserve their primary rights. Also, they highly needed information about government services, especially crucial information and knowledge related to their lives and communities. 3. In terms of developing a training course and investigating its effectiveness, the researchers found that a curriculum structure was complete, accurate, and practical to implement. It also related to elements stated in this research: a course title, descriptions, objectives, content, training plans, learning activities, materials, assessment and evaluation, references, participants, durations, digital technology application, and 21st-century skills. 4. The result of digital literacy workshop efficiency, it was found that the Ey/Ez efficiency of Muang District was 80.14 / 81.30 and Manang District was 80.38 / 80.90, which was higher than the standard criteria set at 80/80, indicating that digital literacy workshop effective training courses. For the learning achievement and satisfaction degree of the participants, it was found that the participants from Muang district showed a t-test average score of before enrolling in the developed course 43.16 and after enrolling in the developed course 59.59. It increased by 38.06 percent. Next, the participants from Manang district showed a t-test average score of before enrolling in the developed course 42.77 and after enrolling in the developed course 58.54. It increased by 36.86 percent. The satisfaction degree was at the highest level, especially the aspect of the speakers encouraging the participants to apply knowledge into practice and fostering various critical skills. Based on this study's findings, it is meaningful and practical for local government units or communities to hold a training course to lessen the inequality of information access and digital knowledge regarding government services. In addition, the training course could foster an awareness regarding the importance of information access and digital knowledge of the government services for people and local government sectors. As a result, locals would gain knowledge and possess skills that could help them access information and digital knowledge accurately and mindfully; moreover, they could decide to use information critically, creatively, and reliably for their own and other benefits.
