Summary: | <p align="justify">The East Flood Canal Development or Banjir Kanal Timur (BKT) Project is one of the efforts and become an urgent need to overcome the disaster of flood in Jakarta. One of the problems of The East Flood Canal Development is the need for a sufficient large amount of land between Cipinang River until The Kelurahan Marunda. The project pass through mostly settlements, so land releasing become the biggest problem. There is no solution for this problem until now. Mean time, lateness of East Flood Canal development faces another consequence, a huge cost of flood disaster.<p align="justify"><p>This study aim to develop a model of the problem structure and then we can exercise some alternative solutions using System Dynamics method. Some Analyses of model behavior in several scenarios shows that there are several factors contributing which can give a solution of the problem. First and the dominant factor is NJOP Raising Fraction. NJOP Raising Fraction means an ability NJOP to balance the market price of land and building which will be released. This is important because the land releasing will happen for four years or more. Some other important factors are Budgeting Tolerance, Market Price of Land and Building, and Substitute Land Price. <br />
